High Altitude Winter Relief was formed in Chur in 2019 by mountain rescue technicians and designers of alpine shelters. Its permanent staff numbers 12; installation is carried out by crews recruited in the valleys where the work takes place.
The work is concentrated between October and March, when night temperatures in the valleys of Central Asia fall regularly below minus fifteen degrees. The shelters are dry-mounted insulated panels, paired with regulated-draught stoves that cut indoor smoke; at the end of each season the crews return to measure the condition of the installations.
